The person you have defending is stuck in the Throne Room. You can tell this by removing their ability to enter the Throne Room and still finding them inside which leads to other issues such as not eating or bathing. The only way I've found to fix this is by imprisoning them. It forces them out of the Throne Room and they're not bugged to be stuck anymore so having them in a defensive role won't trap you in the void during an invasion involving them. Then after that do whatever you want with them. Works in my experience 100% of the time.
