I was thinking all at once. If you physically print them in color or have the zine, it's supposed to look like a manilla folder stamped with the title, in universe. The connotation of the title is that these documents were never supposed to be digitized or copied so that they could be incinerated at a moments notice. That said, either way could work,depending on your campaign!
