if i buy the game trough itch.io would i still get a steam key? and can i redeem the steam key on a german account?

I would love to play the game but im in Germany and here its region locked, Will the game get USK rated in the future for people in Germany that want to play it? 

Hi im in Germany and would love to buy the game on steam but it's region locked since it isnt USK rated will this happen in the future and if yes is there allready an estimated time we can look forward to?
