They could have been subjects with fraudulent IDs. Subjects with ID fraud are programmed to be just like sheep.

Or it could be a bug hahaha. Most of the games logic is held together by a thread tbh.

Sorry it was a little confusing! I wanted to add a full tutorial example, but didn't have enough time.

You're pretty much correct except for the ID. The name and birthday count as two separate pieces of evidence.
