Haven't checked the code or anything, but a basic mechanic seems to be that your popularity (as anyone but the bolsheviks) will automatically decrease as long as there is food shortages, high inflation or war weariness.

The all-socialist government that's based on the soviet is (understandably) quite janky. I was playing as (internationalist) SR, and as the soviet government was formed I walked out. Nonetheless, not being a part of the Soviet Executive or the Provisional Government I could decide the governments answer to the peace offer from the Central Powers.... After that, I formed a new Soviet Executive with the Bolsheviks, got _all_ the ministerial positions, but there was no 'Provisional Government' deck on the main screen, I could implement government policy only through advisor actions.
Possible bug: Trying to support the Kornilovite coup as the Kadets, never have good enough relations with conservatives even though I've improved relations +5 times and pursue right-wing policies consistently... At least would be good to have the relationship with conservatives visible outside code?
It's possible to get Weimar coalition from the May 1928 election if you focus on increasing popularity among the working class (and get lucky with card draws in the harder difficulties); increase in middle class support is mostly away from DDP and Zentrum, which is useless in trying to get to 50% total support for the Weimar parties.
