Thank you for letting me know. This project is honestly due for an update. It's not been forgotten but I've been loaded w/ other work so i've not had the opportunity. There should be an announcement soon.

Apologies; at present the document version of this content is not up to date, and at this time I can't give you any semblance of when they will be updated. As a one person team, this project is far more likely to be subject to delays due to the forces of life. That being said, I'm aware of the demand for a stand alone document and there are plans in the work to update that.

Whether playing in a VTT or at a table, it's a mechanic that requires you to be able to mark or otherwise make a notation of said entity in some kind of way to indicate that they are under the affect of the system. For instance, if playing in person, an Enemy that you Lock On to will need the GM to make some kind of indication as to that status. Mechanics like this can be a little hard on Player/GMs since it requires them to find a way to keep track of something extra, so I try not to over indulge, but plenty of vanilla systems work in a similar way.
