Make sure Tifa is level 51+, that when you're gathering SE-Y it says "the canister is full" and you first build the hot springs.

Hi! SE-Y is the energy needed to build in Erosland. You can go to Hana's world through her portal in the lab and there will be an option to collect it. Collect it until it says the canister is full. :)
