As for injuries, they are based on the target's Toughness Factor, not their Toughness Score, so a Toughness of 7 has a Factor of 3. Additionally, Toughness is not damage reduction nor a damage threshold so you always cause at least 1 injury as long as you cause at least 1 point of damage (after reducing for armour).

A character receives 1 injury to a location for every time they take an amount of damage equal to or less than their Toughness Factor.

As for the ranges, the point is to neither accurately nor even approximately simulate a ground scale. The point is to make players interact with the terrain in ways that are interesting and dramatic: open spaces are dangerous, can you make it across the gap without getting shot? Crowded areas offer more protection but also make your shots more difficult, will you cower in cover or move and fire bit by bit?

I do hope to have a fuller version out later that will offer greater rules clarity as well as improved presentation and fonts so I hope you will stick around for that! Thanks again for your feedback, I appreciate it!
