I was not getting the message until I input the code the dismiss pause. Then the game checks normally for clothing. Thanks!

I was trying the combinations that cover the groin first so yes. They did not allow me to proceed. 

the clothing options are available. I can put on and off clothes that I own. However no combination of clothing allowed me to proceed. I proceeded through the fight after loading a previous save without using any skips and the UI for the fight was already the gone the 2nd time through, letting me pick clothes. I did run into the bug with the UI and locking clothes the first run though.

After trying the load before fight option on day 9, none of the clothes chosen would progress the story
