Very impressive that you achieved this mechanic within PICO-8's limitations.

Fun logic game with charming style. Usually code-breaking games like this (i.e. Mastermind) don't come with a framing device, so this is a welcome flavor change.
Thoughts/nitpicks:
- At least on level 1, the "People needs:" window shows different needs to the needs speech bubble. The speech bubble is correct.
- The symbology is sometimes inconsistent and unclear. Notably, some speech bubbles show the "above/below X peoples" need without the general people icon when it usually does, and the double-up arrow is a bit ambiguous at first glance between "We are above this group" and "This group is above us" (same goes for double-down arrow).
- The drag controls could be a bit finicky at times. Most notably, sometimes dragging a people to one floor would dislodge a people from an adjacent floor.

Code took most of the week, since I was starting from barebones knowledge.

Took me a second to understand what the goal was; at first I thought the goal was to fill the page. After I realized the goal was to get points while stalling the filling of the page, the game became substantially more interesting and engaging. A simple concept that was well executed.
