There is always gonna take some time to learn using a game engine, but you could take a look at Godot and maybe do a small platform tutorial to get started :) 
Im gonna use the Godot engine myself, I dont have much experience other then done some tutorials. So this will be my first project :D

Also take a look at Godot :) 

I dont know how to do it, but isnt there django and like flask for python and web? I dont belive you can just convert a py file or exe to work on the web

I really like this software, its simple to get into and looks clean.
Im wondering if its possible to have popups on items. Like say if you add a item and want more information what the items means, you could write an info box that pops up when you press an icon on it. :)
