I wonder which Time Zone is the release time? Eastern USA & Canada? Or later? 

I think .9 is the end of "Act 1." Most stories have 3 Acts: Act 1, Act 2, Climax somewhere in the middle / towards the end of Act 3, which then turns into the conclusion of the story. So it doesn't surprise me that .9 seems to be this way. 

The .9 Version, which will be released on April 26 for the public, added support for Chinese Translation.
