That is part of the fix but not full fix go to C:\Users\User\Documents\Windows\PokemonEmerald\Saved\Config\Windows and edit
FrameRateLimit=240 in GameUserSettings.ini
Limit fps on the game with software AMD Adrenaline Or NVIDIA Control Panel
try the winshipping exe
Then change it to be like this
By adding the game into AMD Radeon Adrenaline
For anyone with issues fatal error cap fps to either 30,60 fps I have amd so just enable fps limiting to always 60 etc
10 out of 10 cant wait for the full game
