Did you play the game in full screen?  There seems to be a bug where you can't click on them in full screen.

First, you need to collect garbage. Then, go to the machine with the arrow in the green circle. Once you do that, three upgrades should appear on the shipping container. You can click on them to select which one you want. It should look something like this:
