It only works while it downloads, so please use FlashArch and download it. Also, you're using Android phone, and you're playing it on Google Chrome. It does not support flash player. So I highly recommend using Kiwi Browser and/or Quetta Browser and you have to install Ruffle flash emulator extension on your Kiwi Browser and/or your Quetta Browser, so you can play this game on your android phone with your Kiwi Browser or your Quetta Browser. So right now, it's not a bug, it's the android phone that does not support adobe flash player.

You could run Adobe Air and yes you have the chance to have a APK version. But you need a flash player on your android first.
