Sorry if it was hard to understand! It's not a bug.
The Rosie statue on the other side wants the coins, but you need to collect them in the right order. If you don't you'll be sent back which is why a laugh sound effect plays. Once you do, you can jump to the area with the Rosie statue without being sent back.
For a hint, one of the octopus familiars in the theatre gives you a ticket. If you talk to him a few times and tell him you don't understand, he'll write the coin order on the map.
