It turns out that the same camp sites can randomly have the bandit boss and sometimes not; it's best to save them on your map with map markers when you find them.  Even when you defeat the Bandit Boss, it seems that the campsites remain, and you can still peek into them.  I'm not sure if it means you can randomly spawn bad guys after finishing the first mission or not.

If you run out of credits, it will continuously give you errors and won't let you start the game no matter what.  You have to add credits when that happens.
