Hello, Gideon020. The way to get Smears is under the "Acquisition" on the Smear page. But here is a summary of how you can get smears. Tarnished can acquire smears either by learning alchemy themselves, then crafting them in their downtime, or by obtaining them from skilled alchemists. Hope this helps. :D
