Yes, executables are not allowed. This decision was made during the latest game jams because they can potentially contain malware. Also, projects with executables were at a disadvantage, since many participants didn’t want to test them due to a lack of trust in the developers.

This means you need to be careful about the game engine you use. It’s better to choose one that supports web builds. For example, you can use Unity (WebGL) or Godot. Unfortunately, providing a downloadable Windows build won’t be possible in this context.
