Can someone say how to unlock the cheat menu?

A quick question i get red in the Gaurd bribe part too go in with chloe but i have the money too but it just goes red

So ive collected the best beginnings so far and its like 

1) warrior family+ smart

2) cunning leader + lucky

3) lucky strategist 

4) lucky merchant 

If anyone knows any better built at the start tell me please, Bc wrote all of the stats at the beginning and then analyzed them and stuff and cane up with this I recommend picking (2) Bc the stats are like 

1= (5,8,7,8,5,100,137)

2=(7,6,6,6,8,100,137)

3= (5,9,6,6,7,100,137)

4= (8,6,8,6,5,100,137)

The stats numbers refer to (first to last)

Appeal: charm 

Knowledge : effect on spellcasting 

Imagination: creativity and the ability to solve problems in an unorthodox way

Prowess: strength, agility, courage of using your powers 

SP: raw magic power and ability to cast strong spells 

St: stamina
