Try play the scene normally again.
The replay function was added in a later update compare to that scene, so it can be unlocked but you need to play the scene again to trigger replay.

To unlock the new Extra Story, play Sigmund Route to the current end, including newly added contents.

They are in side story. To play a side story, simply start a new game and choose one of the side stories in the menu.
