The problem is that you just CAN NOT take any mixology course when your mixology skill is at level 10.
Do you mean that I need to cheat my mixology skill down ?

The Sim have completed his prestigious culinary program with straight A+.
The Sim's mixology skill is 10. Hovering the cursor above the requirement mention attending a skill course. Whenever a skill is maxed out, the corresponding skill course is no longer available. This make it impossible to complete the requirement.
