I sorted it out on the Dischord. The devs are very quick to answer questions there. I was able to fix it by launching the app with admin privilege's. 

I just tried importing 3 other palettes from lospec.com in .pal format and it crashes pixel fx for all of them, but they all work fine in aseprite.
