Here a full run down talk to Terrance until you visit the farm then get to lvl 10 sxp then visit Mjolnik and there will be a prompt  at the bottom saying you need lvl 10 sxp. Note you have to be lvl 10 sxp before  visiting Mjolnik unless you have to restart on a new save but on 1.04 version you don't have to restart just get to lvl 10 sxp then visit Mjolnik.

Then keep visiting him until you get a prompt that says you need 10 sxp. Edit I have the newest version but you have to restart on a new save and get to level 10 sxp before visiting Mjolnik.

it is a random chance for you to meet him but you need lvl 10 sxp

Did you talk to Terrance or get a scene in a bed and pick the strength option

Then keep going to him.

Your probably lagged try restarting and buy the ember fruit before meeting him

Just keep visiting him and get a fruit from murry if that is a choice and talk to Terrance and you find it
