UPDATE: uninstalled the map, reinstalled, started new savegame and it works now. Not sure what the issue was, but it was 100% on my end.
Assuming this is a mod conflict, but EXP 379 cannot be purchased on Farmville. Load into monteith and it can be purchased. I will keep diagnosing
