Since replaying this game, I have/had the same issue as gorephazer though for some arcane reason turning on AMD's "Show Metrics Overlay" setting completely fixes the issue after a little bit, and the issue is completely gone if I launch with that setting enabled. Making the overlay 100% transparency reintroduces the issue but 99% transparency seems to work fine. I'm at a nigh-complete loss as to why this works and I discovered it basically on accident.
