I'm not sure, but if I remember correctly it took me 3 or 4 tries because I had the same problem. Thankfully there are usually only like four girls there, so if you have 2 spaces then you've got a 50/50 chance of bagging her

My suggestion for getting cowlady is to upgrade the cage. She seems to always spawn when there are one or two other potential captives and your odds of getting any of them at all are low since she drives up the village's stats. So being able to bag multiple girls at once makes your odds of getting her way better.
