i dont know if i finished all the available quests already but i still have parts of the gallery locked and i dont know if it has to do with the choices that i make or i havent unlocked a new quest or something

I need help i need to "Discuss the papers with Sally" but aren't i sally? i tried re reading the codex and re reading the prefect papers but it wouldn't allow me to do i need the specific page number?

My game has a bug whenever i talk to ruth in "A Troublesome Inspector" The only option is "Leave" and i cant progress further
