The licence terms are confusing. If the user is granted a CC-BY 4.0 licence, they have the right to redistribute or sell the material as long as attribution is given. That’s the point of all the CC licences, “to grant the public permission to use their creative work under copyright law”.
A CC-BY licence without the right to redistribute or requirement of attribution is roughly equivalent to no licence plus a few confusing legal frustrations. So does the licence granted upon purchase boil down to the other text under that header, “If you purchase this asset pack you can use it in any project”?
