I tested and it worked fine for me. Now, after a week when you talk to her, you should see a short paragraph that says "Thanks to your documents, it seems the doctor can do a lot more surgeries now, you should ask her about them." and an option that says: "Ask her about advanced surgeries and bio-implants", are you sure you didn't just miss that option?

You can, search around Shine Town and bring tech doc to Dr Choppy.

It adds damage to all forms of attacks when your character is low on health.

You can interact with all of the characters, some of them you can romance.  You can get permanent stats from perks.

I guess I wrote the Rusty part before putting both quests together, I'll just change the scene to cutting off a finger instead of a lock of hair, so it makes more sense.

You can't have both rewards, it would render the choice moot.

Zavvi might get some companion reactions in new locations, but other than that, nothing is planned right now, the furry characters are commissioned.

She will have more content, as do other companions.

It's a 1/7 chance of finding the bunker, but if you already looted the bunker, you won't find it again.

Base unarmed damage is 0 to 5, then plus strength*2. Some perks or items add to the damage.
