At this point you should be able to go out. The laundry basket task is not ready, that's why it says "under cumstruction". Unless you still have a remaining task to do on the log, you should be able to click the trash bag to go out. I retested the game when you wrote the message, and I'm not able to reproduce the situation you have, so check if you have any cleaning task pending.
