I don't completely understand it, but my guess is that either A) Florian is a timetraveller, or B) (which makes a tad more sense) is that Florian is Cain's creature that he made a pact with. 

Genuinely can't wait for March AHHHHH

It's a bug. When playing the main bit of the game, you're able to drag the items anyway. I think that the screen is just behind the ending one, and you can just reach through to the controllable screen. Hope this helps! :)
