You can date a random NPC by selecting the Ask action and asking them if they want to go on a date.
If it's telling you you need to be more "skillful", it means you need to increase your Dexterity level to date that particular NPC. Not all NPCs require a specific level.
When you start the event on the TV, it gives you like 9 in-game quests. Have you completed them all?
You need to hit Claim on each of those in-game quests to actually complete them.
After completing all in-game xmas quests, the next time you interact with the TV channel it should run the event ending which unlocks the event's gallery entry as well as marking the Treasure Hunt objective done.

Not sure which one you're referring to. If it's one of the random NPCs, their names are randomized so I can't really tell you, it's unique to your game.
Cierna has a few choices along her story that give more Friendship points than others so it is easy to miss yeah.
However, this is the first character you can raise her Friendship after her story ends. To continue raising her Friendship until Soulmate you must fill up Orbs of Death with her, it can take some time but every Orb of Death filled up will raise her Friendship a bit.
To fill up an Orb of Death you must have sex with her and finish with her bar to the max (repeat until the Orb is filled up)
To unlock that scene you need to have Neruko on Lover level at that point, so yeah there's a chance you may not have gathered enough Friendship points in her previous events.
There's one choice during that event that can get you +10 Friendship points that could get you to Lover, but yeah if you failed to get enough points in the past events then there's a chance you may not reach Lover by then.
It should trigger during the day. If it hasn't, there's a chance your game is caching something from the previous version, I would suggest clearing out your browser's cache and trying again.

Yeah besides the main story, you have the side stories for Arane, Akira, Mooni, Ebiko, and the first part of Cierna's story, if you haven't done those already.
Select the character you want to leave the party and pick the Ask option, you should have an option to part ways.
There might be a chance if a character joined your party during their story (like Ebiko) that you won't be able to take them out of your party until you complete the quest that requires them in your party.
