It's included in the download!
fxc.exe is the compiler, and hiper3d.exe is the interpreter (renamed from fxi.exe).
Using the .bat (also included) it will build the example code (hiper3d.prg)
Also, I think it may work with other Fenix versions, although I'm not 100% sure about that.
