i got it on my first playthru back in the day so it's probably not the same process, but i just did a bunch of Vale quests (first area in the game) until i got a quest to recruit / enslave him. i haven't been able to get him in the latest version so far. i can't even FIND the quest in the debug / encyclopedia.
