The tall grass makes you slower, but could have been more clear. You were supposed to win right before entering the town, it works on my pc but I never tested on Windows. Arbok and Dugtrio were also supposed to kill you when they got that close. The pokemon were ripped from the games and there is a small chance to get the shiny versions.
