I completely agree with your analysis of games, the shallowness of the RPG elements owing to the complexity of the background factors needed to determine narrative elements. A good "background" makes the rest of the story write itself. A high mountain range and moist winds from the sea makes precipitation and rivers, which makes valleys and deltas, which irrigate the land and provide nutrients to the sea, which gives reasons for sapient settlements of kinds, trade and cooperation, culture and societies, tribes and states, technology and... the perfect base for a great story, whether that of a part of adventurous, a trader's family, a thief jumping roof tops in the city, or a leader vying for domination.
