It seems that doing the story in a weird order kinda broke my save, the emperor quest didn't appear i made another save where it did appear yet it  didn't let me finish it can someone tell me why with over 4,000 goblins i couldn't attack the emperor?

I did she just said i need to cure the curse yet i already have, also my other save is the exact same way.

So I beat all the quests yet it won't let me attack the emperor is there another condition i need to meet or is my game bugged?
