I think it should come down to managing complexity. If the side stories are linked, then one scene for each of the linked stories makes sense. If the story stand-alone then focus on that sub-story and make sure it has a good narrative arc. Developing a satisfying arc for a lot of independent side stories at the same time sounds ... difficult.
