That's very odd. The file in question is supposed to be embedded in the executable - there's no separate file that needs to be included. No one else has reported the issue - in fact I've gotten confirmation from multiple people that the game is working on their end. I'm stumped why it's not working properly for you.
My only suggestion is to download it again, unzip the folder and make sure you open up the correct .exe - the icon for the .exe should be a flamingo if you did it correctly. When a file finishes unzipping, Windows does not always open a window right away with the file you just unzipped so double check you have the correct folder open.
