You have the option to mirror X, but not mirror Y. This is important if you're using a 2d plane reference or prefer doing basic block outs in the 2d view.

This could be to do with the way Unity handles Windows HiDPI settings. You may have noticed that if your windows are set to 125% that things (like the built in colour picker) are offset in Unity.It's fixed if you set your window resotion to 100%.
Display Settings > Scale & Layout > 100%
By default on some screens, this is set to 125% which has caused issues for us in the past.
