I found out what happened that caused Barrel not to show up. On the map, when you click on the bandit camp, a "bandit camp morale" message appears. The Barrel only appears in the bar when the morale is above 26. I managed to increase the morale by Going to the jester and giving him 50 gold coins, you can do this three times a day, so after a few days of doing this, mine reached 74I'll put the link to the Wiki where I found the explanation here so you can see more details.

Where do you find Barrel? I started a new game, but even so I can't find Barrel after the mission to make the bandits stop attacking Bareshade.
