I fixed the 0.12a link and added a few more mods. I have not yet done the same for 0.13.

As far as I know the vt+ mod does not exist for .13, which is what you need to have in order to enable the modded characters to have skills. If you do have a vt+ mod equivalent for 0.13, then the skills should be present, as in the class files for the characters they have their abilities just like they do in the 0.12 versions. The only fix for this is for me to get into the code and configure it so that it reads in those abilities, or for the other guys to update their vt+ mod for 0.13. If you do have the vt+ mod for 0.13 and the mods still don't work then its black magic.
The Chimera character is an unfinished mod by meshi that comes with the game, so I am not too sure I can fix it. Her inclusion in the mod was more of a mistake than anything else. Maybe I will try but right now I am trying to get into the code so I can figure out how to give the girls actual skills.
If you mean the chibi models disappearing, that's a feature and nothing I can do about it. As for other stuff you are going to have to be more specific. I am going to upload the backup I have that works fine. Worst case I can re-configure everything, but idk how much that will help depending on what exactly you are having trouble with.
I have compiled mods for this game. It should be as simple as dropping them into your mods folder once you download the appropriate zip. I do not own any of these, I simple updated and tweaked them to work within the game, authors are credited in the the Class file for each mod.
(Edit) This mod-pack adds a total of 7 new unique characters. Two characters have alt versions, so technically its 9, but whatever. Specifically it adds:
Hillendal bones and no bones by risoflam
Yoimiya by risoflam
Elf sorceress by Kfox
holstein by 5idestep and crimson9715
and the blue archive mods by don which add Hoshino, alt Hoshino, Ayane, and Serika
Again I have ported all of the mentioned mods into both 0.12 and 0.13.
