It's definitely possible. I got really excited when I thought of this idea for the jam, so developing this game into reality could be extremely rewarding for me.
The main problem I can think of right now is the dialogue. Objectively, writing up dialogue for a bunch of prompts is really tedious, and this idea hasn't really been planned out. Like, will every different choice result in a new conversation? Or will it go off on a tangent before eventually rejoining to create the illusion of free will?
Those are all things I haven't really thought of yet, but I hope I can think of solutions to them :)

My original intention with this game idea was to reveal that the hackable accounts that the CIA agent got into was already hacked into beforehand. This unknown (and much better) hacker had already managed to get into these accounts, first making sure that the friends of the hacked account were sufficiently capable of causing mass chaos. After sufficiently manipulating and ensuring that those people will do mass harm in some way, they would leave the account open with a backdoor, allowing them to reaccess the account if needed. In reality, the CIA agent is really just using the backdoor that the original hacker placed to get into these accounts. It's also why the CIA agent is constantly finding people who are about to cause mass chaos in some form.
My overarching story could definitely be developed more, but that's all I did for this game jam. Hope this helped!
