anyone know how to fix the bug when you save after accessing stats and then the save gets stuck on the stats screen?

Does anyone know how I find the secret of vault 64? I've completed the quest and shut down the clone facility but I still havent found the 'secret'

After my 3rd evolution my stats havent updated at all and remain at the same power and skill before the 3rd evolution. Is it meant to stay like this? I don't know if this actually changes what i can do in the future of if it is just a small bug and the game still thinks i am evolution levl 3. please help
