I managed to dislodge her from the mines, after much experimentation - every major questline was complete or stuck without Fal's presence, but for no clear reason, progressing Grettel's questline until she moves to the library also triggered Fal to move back to the library.
(Thanks for the incredible games btw, AAA is one of my all time favourites, and I can't wait to get to QE and DreQ once I've finished this one)
Loving the game, but I've run into a persistent issue I don't know how to resolve - it might be a bug? Fal is currently stuck in the crystal mines, and just says "Shh" when interacted with. I completed the ball, but haven't gotten any of Fal's endings - the guide I'm using indicates she should appear in the library at this point. There are multiple other arcs I'm unable to progress without Fal's presence, such as the Nereid arc and the Shura arc, but nothing I've tried, nor the progress I've made elsewhere, has caused her to move.
I don't suppose anyone knows if there's something I'm missing, or if this is a bug? Here's my save file, for reference:
