They can but it's a pain in the ass. I'm in the same situation and instead of dealing with that, I just downloaded it for my phone, then used webadb to play it on my Chromebook. There's a good chance Oright's on a school Chromebook to so theres also a possibility that the school disabled installations from unknown sources.
