I feel this is pretty obvious, but Windows .EXE (Executable) files cannot be opened on macOS, and macOS .App files can't be opened on Windows. You need to instead get the macOS version of Baldi's, and manually add in the menu.

Can't you put the mod menu (the fasguy extension one) onto the 32bit version of Baldi's Basics? I've done it before...
