There is a problem with windows (if you're using windows) that your anti-virus deletes it.  If this happens, you can turn off your anti virus or I think  you can go to your browser and downloads and press the 3 dots.  Select keep.  If that doesn't work you can also turn off your anti-virus for a short bit.

So, the cameras moves my cursor so it hits someone.   I hate that

You click on the win64 file and then the file in that and then you have the game.  Make sure the folder is extracted.
