what do i have to do to trigger the tiga event from the 3.0 update?

Is this a bug in the 0.24 cause it tells me to meet Nate in library and bring Roxy? It also dont work and says the event is triggered elsewhere. shouldnt there be no new events for Nate in this update?
Saves copied from 7 to 8 dont work. Is there some kind of workaround cause I really dont want to replay the whole thing
